HB 3526 Local Bond Reports

The three reports local governments file under HB 3526: authorized but unissued bonds, pre-election and post-election. File them online first; BRB's Excel templates sent by email are still accepted.

What these reports are

To collect the same information from every local government, BRB staff built Excel forms for the information HB 3526 requires.

There are three reports: the Authorized But Unissued Report, the Pre-Election Report and the Post-Election Report.

When each report is due

The due dates below are set by statute.

  • Texas Government Code 1231.025: A Pre-Election Report is due at least 20 days before a bond election. It gives the election date, proposition numbers, total estimated cost of issuance, estimated minimum annual debt service, the purpose, and other information the Board needs.
  • Texas Government Code 1231.025: A Post-Election Report is due within 20 days after the election. It gives votes cast, votes for, votes against, and updates.
  • Texas Government Code 1231.026: A local government with voter-approved unissued bonds files an annual report by September 30. It gives the total, the authorizing law, proposition numbers, estimated issuance cost, estimated minimum annual debt service, and other information.

How to file

File each report online first, with the links below.

Emailing BRB's Excel template is still accepted: email reports and questions to bondelections@brb.texas.gov. Submit emailed reports in Excel format only.

Name each emailed file with the pattern below.

  • Authorized But Unissued Report: [YYYY] [Government Name]- Unissued Bond Report
  • Pre-Election Report: [MM.DD.YYYY] [Government Name]- Pre-Election Report
  • Post-Election Report: [MM.DD.YYYY] [Government Name]- Post-Election Report

Guidance

BRB's guidance explains each field of the three reports. It is on this site as a web page, with answers to common questions.
